Public Procurement

Procurement strategy, contract management, and the professionalisation of the public procurement workforce in Indonesia.

I have worked in Indonesian public procurement since 2015, first inside provincial government as an asset and procurement officer, then as a commitment-making official and member of the provincial selection working group, and from 2021 to 2023 as head of the sub-division responsible for procurement advisory and technical guidance across North Sulawesi. Since 2018 I have also worked nationally as a certified facilitator, and I now serve as a competency assessor for the certification body of Indonesia’s National Public Procurement Agency. My work sits at the point where procurement rules meet procurement practice: how buying decisions are actually planned, how contracts are actually managed, and how procurement officials actually acquire competence.

This page describes my professional practice. It is distinct from my academic research, which is in development, urban, and regional economics. Areas of expertise

Procurement Planning & Strategy

Translating programme objectives into a procurement approach: packaging, market approach, contract type, and timing. Most procurement failures are decided before the tender opens.

Specification & Cost Estimation

Specifications that describe a need rather than a product, and cost estimates that survive scrutiny. These are the two documents that most often determine whether a competitive process is possible at all.

Supplier Selection

Evaluation design, qualification, and the trade-off between price and value. Selection method is a policy choice, not an administrative formality.

Contract Management

Performance monitoring, variation and claim handling, acceptance, and dispute resolution, including construction and consultancy contracts.

Competency Development

Design and delivery of training and competency assessment across all four levels of Indonesia’s public procurement competency framework, from procurement officer to senior public procurement specialist.

Procurement Governance & Policy

Institutional procurement guidelines, probity advice, and drafting of organisational procurement regulations for public bodies.

Professional roles

2025–

Competency Assessor, LSP LKPP

Appointed under Head of LKPP Decree No. 18 of 2025. Assesses individual competency against the national procurement job competency standards (SKJ PBJ) and the Indonesian national work competency standards (SKKNI PBJ), across eight schemes: commitment-making officer types A, B, and C; special and general selection working groups; procurement officer; and senior and associate public procurement specialist.

2023–

Internal Procurement Facilitator, Provincial Training Institution (LPPBJ)

Registered with LKPP as an internal facilitator for the North Sulawesi provincial procurement training institution, delivered through the Regional Human Resources Development Agency (BPSDMD). Teaches all four competency levels and serves as coach and evaluator.

2021–

Public Procurement Advisor

National Public Procurement Agency (LKPP). The advisor role is established under Deputy IV Decree No. 5 of 2021, as last amended by Decree No. 1 of 2026.

2020–

Contract Support Team

Tim Pendamping Kontrak, National Public Procurement Agency (LKPP), established under Deputy IV Decree No. 8 of 2020.

Certified by Jimly School of Law and Government under the Supreme Court of the Republic of Indonesia.

Certified by LKPP as a competency facilitator for levels 1 through 4, and for the role-based schemes: commitment-making officer types A, B, and C; procurement officer; general and special selection working groups; and selection working group competency. Provincial procurement advisory and technical guidance

Led the North Sulawesi sub-division responsible for advising ministries, agencies, local governments, and villages on strategic planning, supplier selection, contract management, legal compliance, and the integrated procurement information systems (SIRUP, SPSE, e-Catalogue, e-Monev, SIKaP).
